There is no single best flat roof covering, only the right one for your roof's shape, use and budget. Here is how the three systems we install compare.
Torch-applied felt in three bonded layers: vapour barrier, underlay and mineral cap sheet. Proven over decades, cost-effective and easy to detail around upstands and outlets. This is the system we used on our recent Kingston flat roof rebuild.
Resin and glass matting laid wet and cured into a single seamless skin, finished with a topcoat. No joints to fail, very tough underfoot and crisp around complex details, so it suits balconies, bays and roofs with lots of edges.
A single sheet of synthetic rubber bonded to the deck in one piece, so a simple rectangular garage or extension roof can be covered with barely a joint on it. Flexible in heat and cold, and quick to install.
Most flat roof failures we see were not caused by the covering. They were caused by laying a new covering over a deck that was already soft, rotten or sagging. The boards move, the new surface splits and the leak is back within a couple of winters.
So we check the deck first, every time. Where it has failed, we strip it back and lay new plywood decking with the falls set correctly so water runs to the outlet instead of ponding. Only then does the new covering go down.

A flat roof replacement is not another sheet of felt over the old one. It is a rebuild, from the timbers up. Here is the whole job in order, photographed on a flat roof we replaced in Chatham, Medway.
The old covering and the old deck come off completely, down to bare timber. Nothing is guessed at. Until the roof is open you cannot see how far the water has travelled, and on this roof it had travelled a long way.
Any joist that has rotted or softened is cut out and replaced with new treated timber. There is no point fixing a new roof to structure that is already going, and treated timber is what keeps the next one from ending up the same way.
With the roof open, insulation goes in between the joists. It is the one moment in the life of a flat roof when insulating it is straightforward, so it is worth doing properly rather than covering the gap back over.
A new SterlingOSB Zero deck is laid and fixed down over the joists, with the falls set so water runs to the outlet instead of sitting in a pond. This is the flat, solid base the covering needs, and it is the part most failed flat roofs never had.
Then the covering: a torch-on built-up felt system in three bonded layers, vapour barrier, underlay and a mineral-finish cap sheet on top. Three layers, fully bonded, is what gives the roof its life rather than one thin skin doing all the work.
Finally the edges, which is where flat roofs usually leak. The felt is dressed up the upstands and abutments where the roof meets the wall, and flashed in, so water is turned away from the junction instead of finding its way behind it.
Patching felt over felt works when the problem really is on the surface: a split, a blister or a failed joint on a deck that is still dry and solid underneath. When that is what we find, that is what we tell you, because a repair is cheaper for you and it will hold.
It stops working the moment water has got past the covering. Once the deck below is saturated, bonding a new layer on top seals the moisture in rather than letting it out, the boards carry on rotting where you cannot see them, and the patch lifts or splits within a couple of winters. If the joists themselves have gone, no covering will hold at all, because the thing it is fixed to is moving.
That is exactly what we found in Chatham. From the ground the roof just looked tired. Once the old covering came off, the deck was saturated and several joists had rotted through, so another patch would have failed and the money would have gone with it. A full flat roof replacement was the only honest recommendation to make.

What a new flat roof costs depends on the size of the roof, how much deck and timber has to be replaced, the access and the system you choose, which is why the figure comes after the inspection rather than over the phone.
